In 2019 alone, Canada resettled 30,000 refugees from abroad. Canada helps people in need through asylum and resettlement programs. Unfortunately, every year millions of people all over the world have to leave their homes to avoid persecution, war or serious violations of human rights.
Canada accepts refugees as permanent residents through its refugee resettlement program as part of its annual immigration level plan. Canada is a signatory of the 1951 Refugee Convention. It welcomes refugees to fulfill its international commitments on humanitarian grounds, protects those in need, and units refugee families.
IRCC works closely with partners to identify and resettle foreign refugees and resettle them in Canada. Refugees can be referred by the Office of the United Nations High Commissioner for Refugees or other designated referral agencies or private sponsors in Canada.

Under the Core Program, refugees first apply for resettlement by applying to join the government-supported refugee assistance program (GAR) or the private sector-funded refugee program (PSR).
