Please be advised that the Acting Chairperson of the Immigration and Refugee Board of Canada (IRB) identified a decision of the Refugee Appeal Division (RAD) as a Jurisprudential Guide (JG). This JG addresses internal flight alternatives in major cities in south and central Nigeria for claimants fleeing non-state actors.
JGs assist Refugee Protection Division (RPD) and RAD members in rendering decisions on cases with similar facts and promote consistency in decision making. As Nigeria is a major source country for the RPD and RAD, it is my hope that this JG will encourage an efficient approach to Nigerian claims and appeals with similar facts.
